The scene is most likely in the city of tokyo or new york. The amount of people in the photo, and the fogginess in the background shows there was some sort of accident.

i chose this picture for my virtual sketchbook because it looks very fantasy like when it is simply an ordinary picture of an ocean. The decision to include the moon in the photo was a good one because it shows what is creating the glowing effect in the water. There is barely any colour but the contrast in the photo portrays a mood that presents mystical and relaxation.
